This objective is to facilitate and encourage uniiversal access to ICT tools and services, in order to reduce/remove the digital divide. This may involve the provision and development of user friendly tools, financial support for services that can promote the flow of information to all, increase in ICT networks and the removal of barriers for access to information sources and other knowledge resources.
